Unfortunately the issue isnt at my home its at a relatives so i am going to relay the issue from memory.

2 pcs both on the same homenetwork both hard wired to a wireless router. Both running Vista.

I will refer to the 2 pcs as

Upstairs PC
Downstairs PC

On the network applet on Downstairs PC when i try to access the Upstairs PC i get a strange error about invalid path. When i try to access Downstairs pc from UPstairs pc everything seems to be working fine.

I have printer sharing, file sharing, & Discovery enabled on both machines. I also have password protected sharing OFF.

I am trying to share Upstairs PC's printer with Downstairs PC.

Also noteworthy when i run /netstat in command prompt the other machines dont show up but ARE pingable.

I believe norton and web route may be running on UPSTAIRS pc

pcs in SAME workgroup

Disable Norton. That's the big one right there.

Since you said they're already in the same workgroup, and all the sharing options are setup, I'd bet its Norton.

Next time im over there im gonna disable norton and see if thats it...

Lets assume norton is the culprit... is there anyway to configure it to allow print sharing?

You would probably have to put that computer in the whitelist if you can.

Honestly... I would just can Norton and get rid of it completely. There's better free AV's out there (Microsoft Security Essentials, Avira, Avast, just to name a few).
