System Restore In Windows 7 Ultimate

I have :Googled my brains out" and cannot find a solution to turning on system restore. When I open System Properties it says: "System Restore is dsabled by your system administrator". How do I enable this given that I am the system administrator. The Icon for administrator is enabled as a user account but nada. Thanks!

Go to your system properties. (Right click My Computer, go to properties)

Go to the System Protection tab.
