If it's strictly for file storage, why wouldn't you use a NAS? Seems overkill to build a complete PC for only file storage.
Does your router have a USB port? If so, you have the a poor man's NAS right there. Plug in a USB drive and you can transfer files to that drive from any computer on your network.
I know you are stating you want it to be "offline". To me that means no internet connection, doesn't mean not connected to the network.
Since you say you will be connecting phones, camcorder and external HDD to this device, you will still have the risk of getting a virus or malware. Anytime you connect a foreign device there's always a risk of transferring something unwanted.
