Steam crash at login!

Hello. Whenever I try to log into Steam by entering my account name and password I get a blue screen. The BSOD message reads along the lines of "Driver IRQL not less or equal". I have reinstalled steam too many times and my graphics driver is the latest possible. I have DirX 9 and that should run it, my computer has never had problems with it before until I wiped it. I recently changed ISP and thought I should mention this as it is to do with logging in. I really need this fixing asap, please reply if you have any information on how to fix it. Thanks.

No clue...not without being at your PC anyway...

try system information, there might be a yellow ! to which drivers are conflicting
