Says 44mbps.. But only getting 4mbps max in utorrent... Is that cause not all seeds/peers are connected?

Torrenting speed depends on a lot of variables, but first we need to be clear on a few things.

Speedtest is showing your connection speed which is 44Mb. Mb = Megabits. A 44Mb connection has a max theoretical speed of 5.5MB/s. MB = Megabytes. If you're downloading at 4MB/s in Utorrent then you are downloading at almost your max speed. To achieve 5.5 or close the seeders and peers have to be able to provide that bandwidth to you. You won't always max out your connection while torrenting because of this. 4MB/s is good, just be patient.
