Sound Mixer

Erm, what?

The Sound Mixer in Windows is just a place where you can manage volumes for individual applications that are outputting audio.
 
If you have Windows 7 or Windows 8, the Sound Mixer functionality is already built into Windows.

Can you be more precise about what it is exactly that you are wanting to do?

It sounds like this is what they're wanting, but for OSX:

The volume mixer in Win7. After you click the volume icon and click "Mixer" this window pops up, and shows each individual application that is producing sound, and you can manage the volumes for each app separately.
