Slow bandwith after switching routers????

Hello all
i just switched routers from a lynksys wireless to a Netgear FWG114p wireless with vpn.
problem is my download speed is supposed to be the 3.0mb and with the lynksys i was getting right around 2700 so thats good to me, now that i put this new router in i am only getting about 250-400, then sometimes back up to 2700. Is there something that i am doing wrong that would cause this.
Next question is when i am getting the 2700 and play games online and i look at my ping it is about 250 when my best friend has the same isp provider and slower speeds with slower pc he gets about 30 ping. just doesnt seem right to me. i have a top end pc for gaming so i dont think that is the problem

maybe I'm stating the obvious, but have you reset the modem then router?

yes i have reset modem then router, waited about 5 mins before turning back on, still slow speeds

switch it again just for kicks and see what happens.
