Sizing a picture down

I made a clan on gunz called the anti jump hoes(lol) and were trying to upload this picture as our clan picture

It exceed the size limit though. It needs to be under 16 kb and 64 x 64 px. Can anyone help with the sizing?

I had to redo the red "no" symbol cos you couldn't see it at that scale.
