Is there by any chance an executable(.exe) file alternative on Chromebooks? If so, then is there a way to convert .exe files into that alternative and run it on a Chromebook?
Chromebooks are web-based, and thus don't install applications like normal OS's - applications are mainly "extensions" to the browser/OS through the Chrome web store.

Chromebooks run gentoo which is a linux distro. At that it is a very slimmed down version of gentoo. Depending on your chromebook you could install linux flat on it and use wine to run an .exe3 but there wouldn't be a point to that.
I'd recommend looking for a computer recycling center near you and building a laptop there. I have many times and they have always come out pretty on par with my expectations. The most I have spent is 35 bucks
