Problem with ATI Hydravision and Vista

Computer Specs:
Intel Core 2 Duo 3.0ghz (E8400)
ATI Radeon 4850 Video Card
Windows Vista Home Premium (32-bit)
2 Acer V223W monitors (22" widescreen)

Problem: I heard about this ATI Hydravision program, which seems to me to make my computer able to extend the desktop and treat the 2 monitors as one. I know vista has problems with this, but after installing Hydravision, I still get this error when I try to enter its properties:

This message has appeared to inform you that HYDRAVISION will only run when an ATI display driver is loaded. An ATI display driver is not currently detected on your system.

At the same time, I'm in the Catalyst Control Center, and I've downloaded and installed the latest display driver twice.

Any idea why this is, or does anyone know of a free program that will allow me to extend my desktop like I was able to on XP and to maximize things like the internet to both monitors?
