OEM Software: Is it legal to install on computer that is already built?

I came across legal advice on on eBay regarding the sale and purchase of OEM software (see link below).

Could someone give further clarification:

If I bought OEM software (e.g. Microsoft Office 2003) together with hardware, could I legally install and use it on my computer?

My computer is 5 years old and was manufactured by Dell.

I am not in the process of building a computer.

yes, the only thing is that once you install it legally you can only install it on that computer, and no other systems.

OEM yes as its straight from Microsoft and you own it from them. But only that one copy.

Retail versions... legally no. Like a Dell Windows XP disc etc. can only be on a Dell system.

That will provide you with more information. The thing to remember is this. OEM based software can only be used on the machine it is installed on. Manufacturer's like Dell, HP and that should only be including OEM software. They dont give the option to buy retail versions from them.
