Restart the computer and press F12. I've got a DELL 8300 and there is a special BOOT SEQUENCE utility. I've had problems in the past where my BIOS & this BOOT UTILITY had two different HDD's as FIRST BOOT.
(POWER OFF) Also, there is a 3 pin jump on all DELL mobos, it's right near the system battery. Locate it, (THIS IS THE CMOS JUMPER) Put the jumper in the CMOS clear position for about 2-3 minutes. Put it back to Normal, RESTART.
