Multi-Level Access Control Help!!!

Hi guys,

I have a internship at my county government. I will distributing about 150 flash drives to emergency personnel, and on the flash drive is going to be sensitive data that we do not want manipulated. so i need software that will get me multi- level access control to the folders in the flash drives. And the personnel can only access the main file, but cannot manipulate the other files. Is there anything out there like this?

Surely if your working for the government that they would have their own servers and software that could do this for you? Because I can all but guarantee that there is nothing like this that is designed to be used by ordinary people and so will not be found on the web. However ask some people in your uh Squad might be the word so basically some people that are doing the same job as you. Ask them about it and you may find an answer.
