i don't think you have to worry about power consumption.
In my dealings with gfx cards, i've owned a 8800gt 256 and a 3850 256mb. The 8800gt can play cod4 at almost maxed settings 1440x900 with 60fps ish. the 3850 wouldn't come close to that on stock clocks, but the thing is it oc'd like a beast for me. So moral of the story is, if you wanna OC then you could save a bit of money.
Otherwise, I would go with the 9600gt hands down.
