There are two types of recycler folders.
One: the recycler folder with no sub folder.
Two: the recycler folder with a sub-folder named S- ……

The second type of recycler folder is harmful and contains a virus.
The first type of recycler folder is harmless.

Is this information accurate?

All three of my anti-virus programs found and recognized it as a virus.

In other words you'll have to download the programs from a different machine and somehow install them onto the infected PC whether it be VIA thumb drive, external drive, CD, or other storage medium.

Just like he said below, copy the programs to an external device then hook it up to the infected machine and run it
