Is there a way to lock the fps in oblivion?

With the settings I have in oblivion the game runs at about 50fps on average but dips down to 30fps sometimes. Now I think oblivion looks just fine at 30fps but the rapid change in framerates really throws me off. So I would like to just lock the game at 30fps. Is there a way to do that?

I dont think so. does the jumpy frame rates interfere with you playing the game?
