Invincible micro stutter

Hi guys, depending on the graphics of the game, I get a tiny stutter, probably easily lasting only .5 seconds every x amount of seconds.

This even happens in minecraft.....

My old 2008 laptop with an 8400m could run this game smoothly, and every other game. Yeah they had bad graphics ,but they ran smoothly.

I can not run any game without this small stutter...

I have replaced EVERY component in my PC except the disk drive. I've replaced the CPU, GPU, PSU,MOBO, RAM, AND HDD.

AMD Phenom II x4 970 (3.7GHz) replaced Athlon II X2 245 (2.9GHz)
Nvidia GT440 replaced ATI HD 4670
Corsair GS800 (800W) replaced cruddy 600W rosewill that blew
Samsung spinpoint F3 1TB replaced seagate 7012.12
Ripjaws 4GB RAM DDR3 replaced Ripjaws 4GB DDR3 (same product)

I also replaced the motherboard with itself.

I replaced the OS as well, just in case. It's running windows 7

I don't care about graphics, I'll turn a game to it's lowest, but I'm dying for smooth gameplay.

I have been dealing with this since I built it in feb 2011. You will be my hero if you tell me something that can solve this issue....It's driving me nuts...

No, it's every game, that's what drives me crazy. I could cut out a few games, I could say "Ok, I just won't play this, there are many other games out there." But it's everything involving games. This does not happen while browsing the net or doing, well, anything else.

have you updated your drivers?

Yeah clown, I have done those things. I've triple checked. You have my word. I have also tried it with and without Vsync, tampered with Nvidia control settings on every game I generally play. It's still the consistent stutter.

I CAN enjoy EVE online and Terraria without the stutter, I just found this out today. Those are not generally demanding, I'm wondering if my graphics card is just too weak, period. Even then, one should only see framerate lag, not a consistent, rubberbandy stutter. Right?
 
I have to bump this. This is getting so old. I replaced my GT 440 with an ATI HD 6870. Same old stutter. Installed mouse drivers, looked for keyboard drivers, tried a different keyboard, tried a different monitor. . . . . . . . . . . What.... I've replaced everything. This PC should be like a whole new PC since I initially built it. But that stutter has persisted...

Also...The stutter is most prominent when something moves horizontally on the screen. It's especially noticeable in text. It's obvious when scrolling across a map, and it doesn't happen unless my character is moving.
 
I found the solution...It was Windows 7. What aspect in specific? I do not know. But now I'm using vista. Games are smooth as butter. Thanks for replying.
