Internet sharing splitting

hi people ive got a dlink router and i got T1 internet. Now my pc is
Windows xp Pro SP1 and my bros Is Windows xp pro SP1. I want to setup internet sharing but pick how much hes got out of the connection

Its 156KB a second when download
but i want to give my brother only 6 kilobytes a second

how can i do this or could i just use a norma broadband modem

plz need help ASAP!!!!!!!!!

You need to be able to assign bandwidth percentages on a router.

Alot of Cisco routers do this for a fact

Also, why the hell are you using a T1?
