Buy solid state drive, make sure your BIOS is the latest update, make sure your PC is trying to boot of hard drive first and not the CD drive.

Disable unnecessary programs from starting up (messenger clients, stuff you don't need right away, etc.)

You can look at this by going to (In Windows): start > run > msconfig > Startup

Exactly what carnage just said and if that just doesn't seem to do enough try a pc optimizer software. I personally like pc tuneup utilities.

Or just use the CCleaner/Malwarebytes/Sybot S&D/Defraggler combo.

move your page file off the boot drive.
attach only one drive per port on the mobo. two drives on the same channel share bandwidth.
