What server are you using? you dont really make a ftp website rather you place the directories and files there, set the permissions and create the user accounts. What the ftp site looks like is dependant on what ftp software the user uses to access it. For example if the use a command line client then it will just display text, using a web browser will probably give a nicer view, although this is dependant on the browser and again ftp software such as WS_FTP will give yet a different view.
Basically ftp is not involved with any form of design it is simply a protocol for accessing files remotely.
