A User has a laptop for company email
Outlook Express is configured for Pop3 to receive from the company mail server & Smtp set to send from his home ISP eg: Virgin Media
If he stays in Hotels or Calls at a Wireless Coffee shop & makes an internet connection should the user Expect to Send & Receive emails

Any replies appreciated

Yes they should. The connection to the internet has nothing to do at all with the SMTP and POP3 settings configured within Outlook Express. The only exception there would be is if those places have specifically blocked those ports in use. Which would be port 25, 995, 465 and 587 as those are the ones used for SMTP and POP3 including secure email sent with SSL and TLS.
