Okay I decide to write this tut when I realized how awesome the pic was. This is my first ever tut so bear with me.
1.Start a new pic any size and resolution. Make sure background is white.
2.Then Filter + Render + Differnce Clouds. Repeat by pressing Ctrl + F (repeats last filter)
3.Select your Gradient Tool. Put settings on following or it will not work.
Modeiffernce
Checked:Reverse,Dither,Transparent.
4.Now click and drag your cursor in every direction about 20 times.
5.Filter + Blur + Radial Blur on these settings.
Amount:100
Blur Method:Zoom
Quality:Best
6.Filter + Stylize + Find Edges
8.Filter + Distort + Polar Cordinates make sure Polar to Rectangular is selected. Click ok.
9. Ctrl + U (Hue + Saturation Hotkey) Make sure Colorize is checked.
Hue:207
Saturation:52
Lightness:0
Varies on your definition of real water.
10. Save.

Okay found out i am a failure. took out step 7 but it seems it doesnt work. sorry guys
