Controlling xbox and playstation

Can phones be used as xbox and playstatation controllers? Can an app be made which allows people to use their phone to play games on their respective console? The phone would connect to the console via wire, similarly to a wired controller.

There's apps for Android that exist that do this for PlayStation already; not sure about Xbox. I know there's SmartGlass, but it has limited functionality. Not sure about iOS for either.
