or is there a way to kill internet connectivity for one user account and not the others?
any help will be very appreiciated

one way is to set IE to use a proxy that doesn't exist. open IE, click tools, internet options, click connections tab, click lan settings, set proxy server to 127.0.0.1, click ok, click ok.
now you'll need to block access to that setting
shange this registry setting
[HKEY_CURRENT_USER\Software\Policies\Microsoft\Int
ernet Explorer\Control Panel]
"ConnectionsTab"=dword:00000001
The above hack did not work for me-when I opened the registry editor,
AS you see there is no internet explorer under the policies tree and yes this is the tree for [hkey_current
_user]
