Consistant Drops in FPS in Video playback

Hi this is my first forum post so let me start with my spec

My build is Custom.

Ram - 6GB DDR3 1666Mhz
CPU - AMD Phenom II 6X 2.8Ghz 64bit (untweaked)
Onboard sound
5800 RADEON Graphic 1GB
ASUS M4A89GTD PRO - AMD 890GX
Windows 7 ultimate - Genuine
Display Device - 52" Samsung LCD TV

Here's my problem: the issue started around 2 weeks ago, while watching any Local video media (Not streamed) in any format
videos are frequently dropping in FPS whilst Audio is consistent Frames will return to normal after a few seconds but Drop again moments later.

Here's what I've tried: System restoration to last month, Reinstalled Graphics card drivers, Run Chkdsk /F, Tweaked Video rendering Options for Display device, Set Default options in Graphics options, reinstalled my Media players.
anyone have any ideas other than Rebuild OS?
 
Problem Solved
In the AMD VISION Control Center settings - LCD digital override settings - HDTV mode support - unchecked these mode supports and this resolved the problem.
