Don't you just touch the metal part of the computer case before touching anything else? My parent's computers are crappy also. So he probably only has PCI, I think he should build a new computer. I use stock keyboard and mouse that came with my HP 754n and they are good enough for gaming. You dont need an elaborate keyboard or mouse.
