From LAN , when i just hit 10.0.0.17 i can login however if i type 10.0.0.17:3379 from LAN it doesn't connect , neither from over the internet.

double check in your registry that the value you changed there is correct as well as the port forward value on the router.

I did checked the registry again in HKEY_LOCAL_MACHINE\System\CurrentControlSet\Control\TerminalServer\WinStations\RDP-Tcp\PortNumber

The port number I have changed is : 3379 and i did check again which is same.

I went to router and checked that port 3379 is assigned to 10.0.0.17.

From LAN, i can use rdp to that machine typing 10.0.0.17 but deny acess with 10.0.0.17:3379
From WAN, x.x.x.x:3379 also deny access.

I am wondering if there is any way. Thank you

yes but a few things also needs to be done.

You need to change the default listening port for rdc on the other machine.
How to change the listening port for Remote Desktop
default is 3389 so change it on that machine to something like 3379

Then you set up a port forward of 3379 to the ip of that computer.

then for fun lets say your external ip is 55.217.33.45.
from outside the network you would just type the ip to access the machine on the default port.
To get the other one you would enter 55.217.33.45:3379

You don't necessarily have to do this (as long as the router is good enough). You could forward WAN:5000 -> 10.0.0.17:3389 and WAN:3389 -> 10.0.0.16:3389.

I cannot login from LAN by doing 10.0.0.17:3389, now i cannot also login from 10.0.0.17 alone ( which i could earlier)

what did I miss in my explanation so I can do a better job next time?

after doing this, it worked like a charm

1) In the Control Panel, click on the option for Security Center
2) Click on Windows Firewall
under the heading "Manage Security Settings For"
3) Verify Windows Firewall is turned on
4) Click on the Exceptions tab
5) Click on the Add Port button
6) In the Name field, type REMOTE DESKTOP 2
7) In the Port field, type the port you assigned to the computer in the previous section: 3389, 3390, etc.
8) Choose TCP
as the protocol and Click OK
9) Verify that there is a checkmark for the option REMOTE DESKTOP 2 and Click OK

yep windows firewall. Darn. It automatically sets an exception for port 3389 when you enable rdc but if you change the default port no such exception exists for that port.

Glad you got it going.
