about FTP server

Guys, Need HElP!!!

I'm using cereberus FTP server to set up FTP server on my computer and its already up and running.
My problem here is I'm connected to internet through a cable modem, my ISP is subisu (http://www.subisu.net.np), so my ip is Natted and the ftp is only accessible to clients of subisu and not other users on internet.
Is there any way to make it available to outside world?

The first thing is they cannot even access my ftp like ftp://xxx.xxx.xxx.xxx, leave alone domain name...

are you using the ip listed at www.whatismyip.com?

No thatz not my internal IP,

the outside world will have to use your public ip to connect. Also, you will have to setup port forwarding on your router. i think you need to forward 20 & 21.

I know about port forwarding, but the thing is my computer is directly connected to the cable modem and its connected to the ISP, I have no control over any NAT router or anything they are using.
