Password requirements

So I was doing a migration today, and for one of the laptops the client told me he did not want a password for his username. It is a windows 8 computer. I set it up under the admin account and then created his account. I went into admin tools and policys to disable complex password and password length and saved the settings. When I went to users to set up his account without a password it would not accept any password that was not complex. I then went back to my policys and saw it reverted back to default settings, and continued to do so. The computer was not on any domain, all local. Stumped as to why it continued to do this???
