Do that.

You can always try this. It will replace all the Windows files and possibly save your system from having to be reinstalled. At the same time it could also fix your issues.

yes, I have already done that but i hasn't seemed to have helped.

Well it would wipe the drive clean, in theory yes, if the problem persists then it could may well be a hardware problem.

You could jsut backup your data with a Linux Live CD adn then format and reisntall XP. If you tried to do a upgrade install from your current XP to Vista you will not solve anything but possibly make it worse.
