That actually isn't that bad of a monitor.. 75Hz refresh..thats basically what a regular cheap Compaq CRT monitor can do.. This is a lower end monitor..if the price looks good to you I see no reason why you couldn't buy it.. I would see about that 1 Year warranty and what it covers and if there is any way you can return the item (I think you can within 30 days on NewEgg) if you wanted to. This will give you time to make sure it is the one you want and test it's durability.
Note: Check the time of shipping also.. if it takes 2 weeks after you buy it.. and the 30-day return policy kicks in after you make the purchase..then you have about 1 week or so to return it..

Acer is an excellent brand. Sceptre I know nothing about.
Just saw the link above, this same monitor is $159 at tiger direct. Very good price imo.
