Default Double layer burning

My computer has double burning 8.5 GB max capacity but im not sure what this means??? and I see where I can burn music and "data" DVD but it dosent say I can burn regular movie DVDs, Do I need a special program to burn DVDs and if so which one should I get?

dual layer means that the DVD disk has 2 layers.
the one on top (if it were facing down on the tray) is opaque.
the one on the bottom is semi-transparent.
the laser reads at a certain intensity to read the opaque layer, through the semi-transparent layer, then at a different intensity to not actually penetrate the first layer, and read what's on it.
