Hello,

What laptop does he have, and how old is it?

If he hasn't already, the first step would be to try resetting the BIOS.

The second step to try would be to remove all RAM modules and install a new or borrowed one and see if the system is able to boot.

If the problem still persists, then it's possible that the BIOS is corrupt, or other hardware is faulty (such as the motherboard or CPU) which would be difficult to diagnose and repair.

In my experience, the most common cause of that is bad RAM. As Alvin.C says, borrow or loan some RAM. Check on Memory upgrades, flash media, and usb storage at Crucial.com which type you actually need, and how much you can put in it.
