HP Touchsmart 11 Touhscreen issue

I finally upgraded to a new laptop! Yay! I went to format the old one then remembered that the touchscreen goes completely psycho whenever it's enabled. I had it disabled through the device manager, but there isn't a device manager during the Windows 10 setup. Now it's basically impossible to click on anything

Is there a way to disable this from the setup? Or maybe some sort of hardware disable?

Checked in the BIOS to see if you can disable it somehow from there?

Yes I have. The BIOS is very bare on this machine. There isn't even an option to set a BIOS password. Just boot options and some various bits of information.
