Default Graphics Card being Laggy

Hello,
in my computer I have a nvidia gtx 650. I have it hooked up to two monitors. The problem I am having is that any time I play a game fullscreen, it has this laggy look to it on the screen. The FPS counter is still at 100 FPS but the screen looks like its 10 fps. It only lasts for a few seconds but then goes away after. Its not a huge issue, but it does get annoying after a few hours. Any suggestions please?

Do you have Vsync enabled on whatever game you're playing?
