Default GPU and CPU Usage 0% in WoW

I hope this section is right to post this is in so here it goes.

I've noticed this problem for a long time now. In World of Warcraft when I go to the create a character screen and I cycle through the different options like face/skin/etc. I get some extreme fps drops. I downloaded rivatuner to check out what might be happening and when I repeatedly click on the arrows to cycle through the different options all my cpu usages and gpu usage drops to 0%. I noticed even the core temperature goes down 5 or so degrees if I keep clicking it and the fps drops to like 1 or 2. Any thoughts on this? I also get some skippy game play, which I think is probably related.

I've done everything possible that I can think of to fix it. I deleted my wtf, cache, interface etc folders. I stopped all startup items from loading on windows. Scanned for adware and viruses. All my drivers are up to date. Doesn't matter what my video settings are, it still happens.

ATI Radeon HD 3850
Crucial Ballistix 2GB DDR2 800
Corsair 620hx PSU
SB Audigy 2 Audio
Windows XP home with SP 3
