Exclamation Computer Wont Work: Dell Dimension 3100

I have a dell dimension 3100
and it stoped working there week and basically the keyboard and mouse were not working on the screen. even though they were lighting up. so i went to reinstall xp and the keyboard was working when i went to press F2 and enter but once it launched the cdand it came to going through the reinstallation of xp it just would not work.
I have a new hard drive in the machine. i just dont know what to do.

please help.

Have you tried a new keyboard/mouse?
