Computer wont load please help

Hi there everyone hows it going? I was wondering if you guys may be able to help me with a computer problem I am having a little difficulty with my cousins computer. She gave it to me to repair. The problem is that the desktop won't seem to load up to the main screen, when I turn the computer on the screen is all black and it says press ctrl alt del to restart. Now what could be the problem. I think it needs to be reformated, maybe somehow the OS got removed and the hard drive is wiped out. So if anyone has any suggestions please post. Thank you.

normally when it says press ctrl alt del to restart it will say something else, like a reason, like no ntlr, or no hard drive found etc. is there any more info you can provide. if formating is not a concern then go ahead and format away.

yes there is more information that will be provided, i am going to examine the computer again and post more information
