I would suggest not building a computer from scratch, but buying a computer off the shelf and upgrading it.

Micro Center - Hewlett-Packard Pavilion p7-1155 Desktop Computer QX349AA#ABA
This computer would be perfect. It comes with:
6GB DDR3 1333 RAM
1TB 7,200 RPM HDD
i5 2400 Quad Core 3.1GHz
Windows 7 OS

You will need to purchase a graphics card, though. This computer has a PCIe slot available, so you could install one at any time.
If you are installing a high end card, I would suggest getting a higher end PSU aswell.

The computer is 549.99 US Dollars.

$840, but has $40 in rebates.

getting your personal choice in case will put you a bit over budget, but will bring you back in 6 - 10 weeks with the MIR.
