Can u use a dual processor server board as a high performace desktop workstation PC?

yes, there is no reason why not if you can afford it and it supports the hardware you require

think of it this way..pretty much any computer can be used as a server...therefor a just a computer..sometimes with higher end hardware.
AMD Athlon 4000+ @ 2.4 GHz
4096 MB RAM
Dual Mirrored 500 GB HDDs
Windows Server 2003 x64 R2 SP2
