TV tuner

my friend is looking for a good TV tuner that he would be able to plug his games into and have them in HD and also have his Directv plugged into do they make ones like that? any links would be helpful thanks

most video capture cards have some delay, mine has a 2.5 second delay, so gaming is not possible.
