Unhappy Hard drive to PCI card

does anyone know how those hard drive to PCI card things work? i bought a hard drive that was too big for my mainboard and the tech guy at MSI suggested that i try to hook my hard drive to a PCI card. do they work well? and how does windows know that its a working hard drive?

PCI is better. I'use a PCI IDE controller card for one of my CD-ROM devices cause I have 3 hard disks.
