Default Decent TV tuner card?

I want to buy a decent TV tuner card for ~$100 CAD

I'll just be hooking up regular cable tv, and I don't necessarily need PVR capabilities.

I used to have a TV tuner card from "Hauppage," but whenever I turned it on, it emitted a high pitched squeal that gave me a headache...

Anywho, here are my specs:

I have a TV tuner card similar to that one, (its a 150, similar ports) works great, comes with decent software.
