Default 400 dollar buget gamming computer

Hey, my sister wants a gaming computer that capable of playing "The Sims". She ballpark the price around 400. Can anyone help me out?

I would assume any computer could nearly play the sims without a fancy graphics card. Maybe post some specs of the sims game and we can suggest parts.
