There's probably some legal reasons this hasn't been done already. I can see no monetary reasons why people in the government would be against doing such a thing, so there's got to be some political/legal problem there.

What connection for those?

I have to pay £25 for 1meg (just under $50) It used to be for 512 until a couple of days ago. It is our cheapest bill still (excluding landline phone bill. which is just over £20)

if the 'cyber police' are not actually taking down the sites themselves, what is the chance they're looking for hackers of those sites
 
Hackers arent just governed by cyber police. They fall under federal law, and the FED's would go after hackers.
