Something better then paypal,debit cards and crap.

ok im looking to buy parts in a month and my mom wont let me use her cedit card for some reason's its cool. But i want to make a account for something that i can just put the amount of money im going to spend then pay it and have no problems. But i dont know what i should do. paypal, debit, cedit card . i truly dont kow what to do.

I started up a checking account linked to my savings account and, thru the use of online banking, transfer money to my checking account only when needed. I use a debit card cuz i hate writing checks, plus I can buy stuff online.

ok thats what i was thinking open myself a banking account then just when i need to put some money into it. ok but where the hell do i get paypal and is there a fee for using them or what.
