Internet Slowdown!!!!

This just started about a week ago. I have a Linksys 802.11g router router with speed booster. I have not changed the setting on the router one bit. I'll be playing my games and i would have a 60 ping then for no reason what so ever it would shooot up 250 then 300 then 400 then back down to 60 again, 5 mins later it would do it again. I turned both of my brothers computer off, so i know they're not downloading anything, yet it would still do this, is this my router, my modem, my computer or would it be my ISP.

no through an ethernet port on port 4 my bros on their laptops r the only ones using the wireless.
