why is the my external wireless car picking up a faster signal than my internal laptop wireless card?..is there a way to make my internal card just as fast as the external?

Ok, you're confusing me a bit here. What does your modem have to do with your wireless cards? You said you have two.
I look at the spec on your HP zd8060us I assume? and it has a buildin 54Mb 802.11 b/g adapter, so that's the internal one, and what's your external card?
