Upload speeds gimped?

I ran that network test, and i was impressed with my download speeds, but my uploads were horrible. Heres the link, whats wrong?

I have a Chater 5 Meg service and our speeds are comparable

Generally, this is how consumer internet is, unless you are on a special plan, or a business plan. Reason being is that it is mostly for download.... Most TOS with ISP's say that you cannot run server's over the connection, and limiting the upstream speeds helps with this.

Their trick is, they get you to spend more money on an upper tier service to run your server.
