problem logging onto network

I have 2 computers both with win98 SE directly connected with a single LAN cable. One will happily logon and display its name in the Network Neighbourhood. The other does not display its name in the Network Neighbourhood and when I type the name into the address bar I am told that the user is not logged on. The settings of both computers are the same.

ANy suggestions?
